MALHEUR COUNTY, Ore. — The Oregon State Police are investigating a tragic two-vehicle crash that occurred on Tuesday, November 4, 2025, at approximately 11:17 a.m. along Highway 201 near milepost 17 in Malheur County.

According to the preliminary investigation, a northbound Pontiac G5, driven by 70-year-old Phillip Earl Kinstrand of Vale, crossed into the southbound lane for reasons still under investigation. The Pontiac struck the trailer of a southbound Freightliner commercial vehicle, operated by 46-year-old Zachary Dean Piper of Fruitland, Idaho.

Tragically, Phillip Kinstrand was pronounced deceased at the scene. His passenger, 35-year-old Kayla Diane Harlan of Ontario, sustained serious injuries and was transported to a nearby hospital for treatment. The driver of the Freightliner was reportedly uninjured.

Highway 201 was closed for about two hours while investigators and emergency personnel responded to the scene. The Oregon State Police were assisted by the Ontario Police Department and Ontario Fire Department.

Authorities continue to investigate the cause of the collision.
