PANAMA CITY, Florida — What began as an ordinary Tuesday evening in Panama City turned into a heartbreaking tragedy that has left a family and community in deep mourning. On November 11, 2025, 57-year-old Tammy Chambers lost her life in a senseless shooting at the intersection of 10th Street and Jenks Avenue  an act that police say was the result of mistaken identity.

According to the Panama City Police Department (PCPD), officers were called to the scene around 7:30 p.m. after receiving reports of gunfire. When they arrived, they found Tammy inside her vehicle, unresponsive, with gunshot wounds. Despite efforts to save her, she was pronounced dead at the scene.

Authorities later shared a devastating detail: Tammy had been on the phone with her husband when the shooting happened. He heard everything — the confusion, the gunfire, and the silence that followed. What was meant to be a simple conversation between husband and wife turned into a moment of unimaginable pain.

At a press conference held the following night, police confirmed that Tammy was never the intended target. She had simply been in the wrong place at the wrong time. Within 24 hours, investigators identified and arrested three people in connection to the murder — 16-year-old Uriah Armstead, charged with murder; 18-year-old Davion Sutton, charged with murder and felon in possession of a firearm; and 33-year-old Kamilah Armstead, charged as an accessory after the fact. Authorities also noted that Sutton was on probation at the time of the shooting.

Police assured residents that there was no ongoing danger to the public and praised the swift cooperation between law enforcement and the community that led to the arrests.

For Tammy’s loved ones, however, justice offers only partial comfort. Friends describe her as a kind, gentle woman with a warm smile and a heart that welcomed everyone. She was a devoted wife, a loving mother, and a cherished friend — someone who found joy in simple moments and cared deeply for those around her.

Her life was taken far too soon, leaving behind memories of laughter, love, and kindness that will live on in the hearts of those who knew her. As Panama City grieves, many hope that Tammy’s story serves as a reminder of how precious life is — and how quickly it can be changed by violence that should never happen.
