MINOT, N.D. — The Minot Police Department has arrested a suspect in connection with a fatal shooting that occurred on Saturday afternoon, October 18, in southeast Minot.

At approximately 3:04 p.m., officers were dispatched to a residence in the 10 block of 39th Avenue SE after receiving reports of gunfire. Upon arrival, police located 38-year-old Lance David Phillips of Minot, who had sustained gunshot wounds. Phillips was transported to a local hospital, where he was later pronounced deceased from his injuries.

At the scene, officers took 43-year-old Racheal Kathryn Foster, also of Minot, into custody. Foster was initially arrested for Possession of Felony Drug Paraphernalia (Level C Felony). After further investigation, including interviews and evidence collection, Foster was formally charged with Murder (Class AA Felony) on October 19. She has been transported to the Ward County Jail without further incident.

The Minot Police Department continues to investigate the circumstances surrounding the shooting. Authorities have not yet released additional details regarding a possible motive or the relationship between the suspect and the victim.
